Dr. Jabber is the founder and President of Globicom Inc., a Nevada risk management and investment services firm that has advised law firms, banks, investment funds, government agencies, multinational corporations and other clients since 1993. He received a Ph.D. degree in International Relations from the University of California at Los Angeles in 1974 and became a faculty member in its Political Science Department, attaining tenured status in 1979. During that time, he was also resident consultant in international security at The Rand Corporation in Santa Monica, CA. He left academia for the business world in 1982, joining Bankers Trust of New York, where he first handled the political and economic risk function for the Middle East, North Africa and Southern Europe, and later became lead manager in New York for Middle East Merchant Banking. He served in 1985-88 as Director of the Middle East studies program at the Council on Foreign Relations in New York.

In February 2010, he launched and is the current manager of the Global Energy Strategic Advantage Fund, a hedge fund that invests in listed securities of companies in the Oil & Gas sector.

Although his work over the past three decades has been primarily in the arena of international finance, in the aftermath of the September 11th, 2001 attacks on the United States, Dr. Jabber and Globicom became heavily involved in advisory work on national security issues for several U.S. government agencies, with a principal focus on the Middle East. In 2009 he completed over six years of full-time service as the Resident Scholar within the Counter-Terrorism Center at the Central Intelligence Agency. In this position, he was instrumental in designing and helping implement U.S. strategies for the “War of Ideas” against violent extremism. Responsibilities included advising the most senior leadership of the Agency and other components of the Intelligence Community, briefing Congressional oversight committees and the Executive Branch, and interfacing with intelligence and diplomatic services overseas.

Dr. Jabber is the author of several books and monographs, as well as numerous articles on diverse political, economic and security issues. His books include Israel and Nuclear Weapons, The Politics of Palestinian Nationalism (co-author), Not by War Alone: Security and Arms Control in the Middle East, and Great Power Interests in the Persian Gulf (ed.)

Since moving to Las Vegas from New York City in 2010, Dr. Jabber has become a Registered Investment Advisor in the State of Nevada, and is the founder and managing member of Globicom Advisory Services, LLC. He serves on the Board of the World Affairs Council of Las Vegas.
